The Office of the Commissioner for Entrance Examinations (CEE), Government of Kerala has officially announced the commencement of activities related to the Online Stray Vacancy Allotment for vacant seats in Post Graduate Medical Courses-2025. This allotment phase is being conducted to fill up currently available vacant seats (un-allotted/non-joining from the third phase) and any new vacancies arising during counselling in Government Medical Colleges and Self-Financing Medical Colleges in the state. All candidates who get an allotment should join the course and college to which they are allotted along with the required documents and pay the fee at the colleges.
28.02.2026, 5:00 PM College authorities shall have to approve and submit the list of admitted candidates to the CEE through the OAMS.

💸 Option Registration Fee Details

Important Rule: Fresh Option Registration is mandatory for participating. Candidates who wish to participate must pay the option registration fee afresh. The registration fee paid will be refunded to the eligible candidates after the end of the counselling process. However, if a candidate does not join the allotted seat, the fee will be treated as a penalty and forfeited.

Adjustment Clause: Those who have paid option registration fees in the third phase but did not get any allotment need not pay the registration fees again, OR they only need to pay the balance amount as the case may be.

⚖️ Strict Conditions, Eligibility & Ineligibility Criteria

✅ Mandatory Conditions & Penalties ❌ Candidates NOT Eligible to Participate
  • Fresh Options Mandatory: Option Registration is compulsory. The options registered in previous phases will NOT be considered.
  • No Claim on Past Seats: Candidates getting allotment in the Stray Vacancy filling phase shall not have any claim on the seats allotted earlier.
  • Penalty for Non-Joining: If any candidate does not join the seat allotted in the Stray vacancy phase, the option registration fee will be forfeited and they will be liable to pay liquidated damages as per Clause 10.1.19 (4) of the Prospectus.
  • Penalty for Vacating: If a candidate vacates a seat joined in Stray vacancy allotment OR vacates a joined seat (from previous phases) after the Stray vacancy allotment process, they are liable to pay liquidated damages.
  • Continuing Candidates: Candidates who joined the allotted seats through First, Second, or Third allotments conducted by CEE and are still continuing in the allotted seat.
  • Third Phase Allottees: Candidates who have been allotted seats in the third phase.
  • Late Vacators: Those who vacated the seat after 5:00 PM of 13.02.2026 (as per notification dated 10.02.2026).
  • MCC Ineligible List: Candidates who are included in the list of ineligible candidates to be shared by the Medical Counselling Committee (MCC) after the AIQ Stray vacancy allotment.

  1. Visit the official CEE Kerala website: www.cee.kerala.gov.in.
  2. Navigate and click on the link ‘PG Medical 2025 – Candidate Portal’.
  3. Enter your secure Application Number & Password to log in to your personalized home page.
  4. Click on the specific menu titled ‘Stray Vacancy – Option Registration’.
  5. Register your preferred fresh options. Remember, candidates shall register options to any seats they wish to join, irrespective of the current vacancy status notified, as any new vacancy arising during counselling will be filled based on these options.
  6. Pay the required Option Registration Fee online.
  7. Submit and save a copy of your registered options before the deadline (22.02.2026, 11:59 PM).
